Live Bliksemontladingen

Storyhighlights
• Tropical storm forms on day one of Atlantic hurricane season
• Storm expected to dump rain on Florida, Georgia
• FEMA official says people aren't doing enough to prepare
• NOAA expects 13 to 17 named storms before the end of 2007

Tropical Storm Barry, visible in a 5:15 p.m ET satellite image, formed in the Gulf of Mexico on Friday.

MIAMI, Florida (CNN) -- Tropical Storm Barry formed in the Gulf of Mexico and set sail for Florida on Friday -- the first day of the Atlantic hurricane season.

Barry is the second named storm of the year, after Subtropical Storm Andrea made its debut May 9.

In its 11 p.m. ET advisory, the NHC said that Barry had sustained winds of about 50 mph, and the storm was about 270 miles southwest of Tampa and about 195 west of Key West.

It had been drifting northward for the last several hours, the center said, and was expected to begin a north-northeastward movement at about 9 mph as the night wore on.

CNN meteorologist Bonnie Schneider said the storm would dump much-needed rain on Florida and southeastern Georgia as it crossed the peninsula and headed toward the Atlantic Ocean.

The NHC issued a tropical storm warning for the west coast of the Sunshine State from Bonita Beach to Keaton Beach, and a tropical storm watch from Keaton Beach to St. Marks.

A tropical storm warning means that tropical storm conditions are expected in the next 24 hours. A tropical storm watch means that tropical storm conditions are possible, generally within 36 hours.

FEMA administrator says people aren't prepared

As hurricane season begins, the head of the Federal Emergency Management Agency expressed concern that residents in vulnerable states are not taking the appropriate precautions.

"The people in the coastal states still seem not to be taking it seriously," FEMA Administrator David Paulison said Friday.

Many people in the areas most likely to be hit by hurricanes, he said, are not stocking up on food, water and other essentials. While FEMA has supplies in certain regions for use in disasters, he said, Americans need to realize it could take a few days for responders to reach them in a serious storm.

Paulison made the comments during a teleconference to discuss hurricane preparations with officials from a number of key states, including Louisiana, Mississippi and Florida. Representatives from the NHC, the Army Corps of Engineers and Northern Command also participated in the briefing.

The National Oceanic and Atmospheric Administration has predicted an active season, with 13 to 17 named storms in the Gulf of Mexico and along the Atlantic before the end of 2007. Of those, it said, seven to 10 are likely to be strong enough to develop into hurricanes.

FEMA was severely criticized for its response during and after Hurricane Katrina two years ago. Paulison said the agency and the states have made much progress since that time, improving communications and organizing supplies in the Gulf and Atlantic state areas to be ready to deploy quickly in emergencies.

Meanwhile, in the Pacific, Tropical Storm Barbara headed toward the southeastern coast of Mexico with 50 mph sustained winds. In the NHC's 11 p.m. ET advisory, the storm was about 215 miles southeast of Salina Cruz, Mexico, moving east-northeast at 8 mph.

A tropical storm warning was in effect from Sipacate, Guatemala, to Barra de Tonala, Mexico. A tropical storm watch was in effect from Barra de Tonala to Salina Cruz.

The hurricane center warned of potential flash floods and mudslides caused by torrential rains from the storm.

Storyhighlights
• Barry loses tropical storm status, is now a depression
• System bringing needed rain even as it weakens
• Storm expected to drop 3 to 6 inches of rain on parched state
• 1,400 evacuated in Mexico because of Tropical Storm Barbara

HOMOSOSSA SPRINGS, Florida (AP) -- Tropical Storm Barry weakened into a tropical depression as it moved through Tampa Bay on Saturday, bringing nearly 7 inches of rain to parts of the drought-parched region.

Forecasters discontinued the tropical storm warnings and watches issued for stretches of the Gulf Coast. The depression's sustained winds had slowed to near 35 mph and it was moving north-northeast at about 23 mph.

The storm, which formed on the first day of the Atlantic hurricane season, made landfall in the Tampa Bay area in the morning and had moved across the state to Jacksonville, Florida, by the evening, the National Hurricane Center in Miami, Florida, said.

Dry conditions in Florida have left Lake Okeechobee, the second-largest freshwater lake in the contiguous United States, at its lowest recorded level and allowed a brush fire on the Georgia-Florida border to burn for weeks.

"This is a blessing," said Bob Buning, an employee at MacRae's Bait Shop in Homosassa, Florida, where boaters had returned to the Homosassa River by Saturday afternoon. "We needed this rain really bad."

By Saturday morning, Barry had brought nearly 6 inches of rain to Melbourne, Florida, and nearly 7 inches to West Palm Beach. It was expected to drop 3 to 6 inches of rain on parts Florida, Georgia, South Carolina and North Carolina. Isolated areas could get up to 10 inches of rain.

Clear skies return to the Tampa, Florida, area on Saturday as the tropical depression passes through.

"It'll help a little bit, but everyone is so far below rainfall that we're still going to be under drought conditions," said Kim Brabander, a meteorologist with the National Weather Service. She said 30 to 40 inches of rain was needed.

Fire officials said it was too early to tell whether the rain had put out a massive fire on the Florida-Georgia border.

Barry was rapidly losing the characteristics of a tropical depression, the hurricane center said.

"This is going to be a weather maker, it's just not going to be a tropical system," Senior Hurricane Specialist Richard Knabb said.

In Mexico, Tropical Storm Barbara made landfall Saturday and weakened into a depression as it moved inland from the southern Pacific coast near the Guatemala border, an area notoriously vulnerable to flooding.

At least 1,400 people were evacuated from coastal communities in Mexico's southern Chiapas state, Radio Formula reported. The state's civil protection department did not return a phone call from The Associated Press.

A satellite image from 7:03 p.m. ET Saturday shows the former tropical storm off the East Coast.

n the Guatemalan border town of Ocos, at least 100 people were evacuated after the storm tore roofs from homes in the area.

With maximum winds of nearly 35 mph and higher gusts, Barbara was centered about 20 miles north of the Mexican city of Tapachula. The storm was heading northeast at 7 mph, and was expected to weaken as it moves further inland.

Barry formed more than three weeks after the first named storm of the year -- Subtropical Storm Andrea -- developed off Florida's eastern coast. Andrea skirted the southern Atlantic coast but caused minimal damage.

The National Weather Service said it expects 13 to 17 tropical storms in the Atlantic hurricane season, with seven to 10 becoming hurricanes and three to five in the strong category.

Barry's remnants to bring heavy coastal rain

Storyhighlights
• Rainy in coastal Southeast, some flooding possible
• Showers, thunderstorms forecast for Ohio Valley, Great Lakes
• Dry in the West, except in the Great Basin
• Triple-digit temps possible in the Southwest

This is the national satellite picture from 8:15 a.m. EDT on Sunday.

(AP) -- The remnants of Tropical Storm Barry were expected to creep up the Southeast coast toward the Mid-Atlantic on Sunday, spreading heavy rain throughout the region.

Tropical Storm Barry brought down a tree on a kids' bedroom. WFTS's Dawn Pellas reports.

Forecasters said flooding in small streams and rivers, as well as along the coast, was possible. By the end of the day, the rain was expected to be light and confined to the Northeast.

A low-pressure system stalled over the Upper Midwest was expected to push into the Mississippi and Ohio valleys. Showers and thunderstorms were forecast for the Ohio Valley and the Great Lakes.

Except for a few showers in the Great Basin, the West was expected to remain dry.

The Southwest was expected to rise into the 90s and 100s, while the Northwest was to see temperatures in the 80s and 90s. The Southeast and Northeast could rise into the 70s and 80s.

Temperatures in the Lower 48 states Saturday ranged from a low of 27 degrees at West Yellowstone, Montana, to a high of 110 degrees at Bullhead City, Arizona.
